Our team of professionals is comprised of current and former business owners experienced in retail, wholesale, manufacturing, food and farm, hospitality, and advanced technology industries.

Staff

Cindy Brooks, Executive Director

Cindy joined EDC Team Jefferson in 2021, and worked most recently as the Economic Recovery Coordinator for the North Olympic Development Council. She is a resident of North Beach in Port Townsend and eager to establish a strategic approach to the economic future of Jefferson County. Her wholehearted approach to leadership is based in relationship building, developmental processes and regenerative systems thinking. Additionally, Cindy has a demonstrated knowledge of rural entrepreneurship and business ownership models that support community health and wealth, including cooperative development, social ventures, public-private partnerships and hybrid organizations.

Douglas Hammel, Business Services Director

Previously the Director of the Small Business Development Center located in Olympia, Washington, Douglas has provided one-on-one counseling/consulting with a wide variety of businesses and facilitated training sessions, seminars, and workshops focused on the development of management skill. He has owned and operated three businesses in Washington and developed entrepreneurial efforts in food processing, arts training, and electronics. Credentials include serving as the Evaluation Coordinator for the WSU Innovation Assessment Center and as a Professor of Business and Entrepreneurship at three universities, teaching Marketing, Leadership, Organizational Development, Organizational Behavior, Strategic Management, Communications, and Statistics. Douglas developed a uniquely effective method for turnarounds and expansions and is one of only twenty-three Certified Business Development Specialists in Washington State.

Kelly Blume, Accounting Manager

Kelly joined EDC Team Jefferson in October 2023. She was born and raised in Port Angeles and acquired an AA in accounting from Peninsula Community College before going on to earn a BA in accounting from Washington State University. She is National Association of Certified Public Bookkeepers certified. Kelly has a background in governmental accounting and has run her own business for 7 years.


SharonAnn Hamilton, Business Advisor

Washington Small Business Development Center

SharonAnn helps business owners learn skills, especially women who are divorcing, divorced, or widowed. Their clients learn to make more informed decisions about increasing profits, raising financing for growth, hiring right, lifestyle improvement, and ability to be generous as they grow into financial independence. SharonAnn's background includes an MS in Financial Services, an MBA in Organizational Behavior and Psychology, and 31 years as a Certified Financial Planner®. They have experience working in confidential communications, global currency transfers, book publishing, and the owning and operating of a construction company, an apartment complex, and a nature reserve/campground. SharonAnn is a cancer survivor, fluent in French & Spanish, and an ever-curious traveler, walker, dog and cat lover, and writer.

Mark Knudsen, Chair

Mark Knudsen joins EDC Jefferson County after a career in the maritime industry. He has a Bachelors degree in Oceanography and a Masters in Marine Transportation both from the University of Washington, and spent several years ocean sailing and commercial fishing before working for the Port of Seattle. He moved from the Port of Seattle after 20 years to work for SSA Marine, a large international terminal operating and development company based in Seattle. He worked for SSA Marine for 15 years and was president of their conventional cargo operations division until his recent retirement. A lifelong Puget Sound resident, he has had a house in District 3 for 25 years, and joins the EDC as a representative of that District. 


Liz Revord, Vice Chair

Liz Revord comes to the EDC to help provide solutions to our housing crisis through her work as the Director of Housing Solutions Network. She understands the impact that lack of affordable housing has on our community’s economic growth and overall success, and strives to amplify the voices and needs of the local workforce and employers. Liz has previous non-profit leadership experience, a master’s degree that focused on environmental and community activism, and a passion for helping others. Affected by our community’s housing crisis, Liz is hoping to share her own story and connect with others to find solutions that work not only here in Jefferson County, but can also be implemented beyond our peninsula. She and her husband enjoy their time outdoors biking, hiking, and exploring the beautiful PNW with their rescue pups.


Ray Sparrowe, Secretary

Ray brings a varied background to the Economic Development Council. He served on the faculty of the Olin Business School of Washington University in St. Louis for twenty years, working with MBA students and executives in Shanghai and Mumbai as well as in St. Louis. His teaching was primarily in organizational design and change leadership. While at Olin, he led workshops for the Brookings Institution and the National Institutes of Health. His published research is in organizational leadership and network analysis. In prior years, Ray taught in the Hospitality Management program at Roosevelt University in Chicago and operated a consulting practice. He designed foodservice facilities for colleges, schools, clubs, and continuing care facilities and provided foodservice management advising to zoos and museums. He holds degrees from UCSB (B.A.), the Chicago Theological Seminary (M. Div.), Michigan State (MBA), and the University of Illinois at Chicago (Ph.D.). He moved to Port Ludlow with Joie in 2019.

Greg Brotherton, Jefferson County

Greg Brotherton moved to Quilcene in in 2011 to re-open the Quilcene Village Store and built a home and farm with his family. He served on the Quilcene School Board and opened several businesses in Discovery Bay before being elected County commissioner in 2018 and re-elected in 2022. Before arriving in Jefferson County, He graduated with a BA with an emphasis on American Studies from Evergreen State College, taught English in South Korea, worked in IT at US Bank for a decade and was an independent filmmaker.


Pam Petranek, Port of Port Townsend

A lifelong resident of Washington State, Pam has three grown children, all in their 20’s. Pam earned a BA in Education at Western Washington University and worked as a public and home-school teacher for 30 years, & most recently as a music teacher for the Port Townsend School District. Pam has experienced a lifetime of living, working, and enjoying the waters of the Pacific Northwest. In 2010, she earned her U.S. Coast Guard Captain’s License. She’s owned boats most of her life, and enjoys fishing, sailboat racing, ocean crossings, and paddle boarding. Pam currently is a commercial fisherman with Rick Oltman of Cape Cleare Fishery. During the summers, they take Cape Cleare, a fishing troller and sailing schooner, from Port Townsend to Southeast Alaska and catch wild salmon, with individual hooks and lines, & flash freeze at sea. The fish is delivered by bicycle year-round to our community and farmers market. In 2018, Pam was a nominee for Citizen of the Year for co-leading the Jefferson County Maritime Trades Economic Study. Pam served four years on the board of the Port Townsend Marine Trades Association & has led several citizen advisory groups. Pam co-hosts a monthly KPTZ radio show called “Our Working Waterfront”.


Monica MickHager, City of Port Townsend

Council Member Monica MickHager is the City's appointee to the EDC Team Jefferson Board. She has served 11 years on the Port Townsend Planning Commission, 6 years on the Port Townsend Parks & Recreation Advisory Board, 5 years as a Community Representative on Port Townsend School District hiring committees, over 19 years of commitment to Port Townsend film Festival as Operations Manager or volunteer, and 5 years as a volunteer for the Port Townsend Rhody Parade. She is a current KPTZ Board Member, and Jefferson Broadband Action Team representative.


Kenneth Collins, Jefferson County PUD


Kenneth Collins has been a Commissioner at Jefferson PUD since 2015 and currently serves as Board Secretary. He is on the Executive Board of the Public Utility Risk Management Services and was elected President of the Washington Public Utility Association for the 2021-2022 term.  


Prior to running for PUD Commissioner, he served as President of the Marrowstone Island Foundation and the Marrowstone Island Community Association. His career as a mental health professional has spanned five decades, including fourteen years providing consulting services to Fortune 100 companies, including Pacific Gas and Electric, Boeing, Bayer Corporation, International Truck and Engine, Monsanto, Johnson & Johnson, Merck, Pharmacia and Motorola. Prior to his consulting work, he managed the worldwide Employee Assistance Program for Chevron Corporation. In 2006, he and his wife Judith, a retired psychologist and playwright, purchased a five-acre property on Marrowstone Island, where they planted a vineyard and converted a horse barn into a winery. They owned and operated Marrowstone Vineyards from 2012 until 2017.  In 2019 he returned to his mental health roots by beginning a limited private practice for individuals and couples. He holds a Masters Degree in Social Work from Virginia Commonwealth University and a Bachelors Degree from the University of Pittsburgh.


Nicole Gauthier, Jefferson Transit Authority

Nicole is the General Manager for Jefferson Transit Authority where she is responsible for the overall leadership and direction for all Jefferson Transit services and resources.  Nicole has a strong background in operations, teams management, and connecting communities through transportation options.  Nicole wholeheartedly believes that community health and economic growth require a strong, accessible transit system.  She has lived in Jefferson County for more than 6 years with her family and enjoys remaining connected to the community through volunteer opportunities.



Pete Langley, Port Townsend Foundry

Pete started visiting Port Townsend and Jefferson County in 1973 and made many visits prior to moving here permanently in 1980. He has been sailing, cruising the west coast since the age of 4 and accumulated almost 70 thousand miles of sea time by age 20, in every size and or class of vessel. The sense of opportunity here in the marine trades was like no other place on the west coast. As a young entrepreneur he restarted the Port Townsend Foundry in 1981-82 after doing some research about its history and its founding in 1883, it has been operating ever since, building a worldwide audience and reputation.  Developing new products and diversifying the offerings has allowed the company to ride out most of the economic down turns. Devoted to community he and his wife also served over 18 years in Fire and EMS as volunteers. Pete is active on the Port Townsend Marine Trades Association, Jefferson County Historical Society, and EDC Team Jefferson boards, and in youth sail training with the Schooner Martha Foundation to share the passion and marine culture.

Marty Gay, Director Emeritus

Marty is the former Executive Director of the Jefferson County EDC, EDC Team Jefferson Board Chair, and co-owner of Windermere Port Townsend. He is also an author and serial small business owner and entrepreneur. Marty has extensive experience in the restaurant business, and has worked as a teacher, media consultant, business coach, and writer.
